Associate Professor Datuk Dr. Luqman bin Haji Abdullah is an internationally recognised scholar in Islamic Law, Ifta', Fatwa Studies, and Contemporary Fiqh, with extensive experience in academia, public policy, and Islamic governance. His academic career reflects a distinctive integration of scholarly excellence, institutional leadership, and national service, making significant contributions to the advancement of Islamic legal thought and its practical implementation in Malaysia.
To date, he has produced more than 200 scholarly publications, comprising books, edited volumes, journal articles, book chapters, conference proceedings, and policy publications. His scholarly works include several authoritative references in Islamic law and zakat studies, while his editorial leadership has strengthened the visibility of Islamic scholarship through the establishment of academic journals and the successful elevation of Jurnal Fiqh to Scopus-indexed status, significantly enhancing Universiti Malaya's international academic profile.
His research has generated substantial national impact through the translation of academic findings into public policy and legislative reform. Among his notable contributions are the formulation of 37 Federal Fatwas, the development of state Islamic legislation, the modernisation of Islamic legal rulings on Marhalah, the publication of a comprehensive Islamic framework for COVID-19 management, and his involvement in advancing the Federal Territories Mufti Bill. These achievements demonstrate his ability to bridge rigorous scholarship with real-world governance and policymaking.
Beyond academia, Associate Professor Datuk Dr. Luqman served as Mufti of the Federal Territories (2020–2025), where he successfully transformed the Mufti Office into a fully-fledged Federal Department. He has also served on numerous strategic national committees under JAKIM and other federal agencies, while contributing his expertise to Shariah Advisory Boards of leading Islamic financial institutions, waqf organisations, and zakat agencies.
Within Universiti Malaya, he has demonstrated outstanding academic leadership as Head of the Department of Fiqh and Usul, spearheading curriculum enhancement, mentoring young academics, strengthening postgraduate education, and fostering international collaborations with leading institutions including Dar al-Ifta' Egypt, Al-Azhar University, Istanbul University, and UNISSA Brunei. His academic engagement has positioned Universiti Malaya as an active contributor to global discourse in Islamic law and contemporary fatwa studies.
