Associate Professor Datuk Dr. Luqman bin Haji Abdullah is a distinguished scholar in Islamic Law, Ifta', Fatwa Studies, and Contemporary Fiqh, whose career exemplifies the integration of academic excellence, institutional leadership, and national policy development. To date, he has produced more than 200 scholarly publications, including books, journal articles, book chapters, conference proceedings, and policy publications. His works have become important references in Islamic law, zakat, and fatwa studies. As the founding Managing Editor of Jurnal Fiqh, he successfully led the journal to Scopus indexation, strengthening Universiti Malaya's international academic reputation. His research has generated substantial national impact through the formulation of 37 Federal Fatwas, contributions to state Islamic legislation, the modernisation of Islamic legal rulings on Marhalah, the development of an Islamic framework for COVID-19 governance, and the advancement of the Federal Territories Mufti Bill. These achievements demonstrate his exceptional ability to translate scholarly research into evidence-based policy and legislative reform. As Mufti of the Federal Territories (2020–2025), he transformed the Mufti Office into a fully-fledged Federal Department while serving on numerous strategic national committees and Shariah advisory boards. At Universiti Malaya, he has provided visionary leadership through curriculum development, postgraduate supervision, and international collaborations with leading institutions across the Middle East and Asia, positioning the University as a recognised centre of excellence.
