DR. NOOR HASLIZA BINTI CHE SEMAN

Dr. Noor Hasliza is an experienced and accomplished nursing professional with a long-standing career in the healthcare and academic sectors. She began her nursing career in 1997 as a Staff Nurse at Pusat Perubatan Universiti Kebangsaan Malaysia (UKM). With a specialization in Post Basic Orthopedic and Traumatology, she progressed rapidly into leadership roles and was appointed Unit Manager of the Urology and Plastic Maxillofacial Ward at UKM in 2002. Her academic journey includes a clinical attachment at the Urology Unit, Royal Adelaide Hospital, Australia, in 2006, followed by the completion of a Bachelor of Post Registration Nursing from Monash University. Between 2007 and 2008, she furthered her studies at International University College Technology Twintech and was subsequently appointed as Programme Coordinator for the Diploma in Nursing programme in 2011. She later obtained a Master of Education with a specialization in Nursing Education from AEU University. In 2014, Dr. Noor Hasliza served as Programme Coordinator and lecturer for the Advanced Diploma in Orthopedic Nursing at the International University Malaya-Wales. Alongside her academic responsibilities, she has been actively involved in professional organizations, including serving as a committee member of the Infection Control Association, a member of the Malaysian Nurses Association (MNA), and a member of the Special Interest Group (SIG) in education. Her commitment to lifelong learning led her to complete clinical training in Traditional Chinese Medicine at the Beijing Traditional Chinese Medicine Research Institute under the auspices of the China Embassy and the Ministry of Health Malaysia in late 2014. She has also contributed to the China Aid Alumni Association of Malaysia (CAAM) since 2015 as a pro team committee member and magazine article contributor. In 2015, she completed training as a Clinical Instructor Assistant in healthcare under the Department of Skills Development (SKM), Ministry of Human Resources Malaysia. Her academic achievements culminated in the completion of a PhD in Social Sciences and Nursing Management from AEU University in May 2022. Dr. Noor Hasliza has held several key academic positions, including serving as a nursing lecturer at the School of Nursing, Faculty of Medicine and Health Sciences, UCSI University (2015–2018), and later as a nursing lecturer and Programme Leader for the Diploma and Bachelor of Nursing (Hons) programmes at Sunway University (2019–2024). In 2024, she was appointed as an Auditor for the Malaysian Qualifications Agency (MQA) for nursing programmes. Currently, Dr. Noor Hasliza is a Senior Lecturer in the Department of Nursing Science at the University of Malaya. Her roles include supporting the APEL C programme for post-diploma students and member of taskforce APEL Universiti Malaya , serving as an OSCE examiner, acting as an internal examiner for postgraduate research programmes, and actively supervising postgraduate students , contributing to the development of future nursing scholars and leaders.

DR. TEOH HOOI SEE

Dr. Teoh Hooi See currently Senior lecturer at the Department of Chinese Studies, University of Malaya, having joined the University in 2011. Prior to this, she obtained her Bachelor and Master’s degrees from the University of Malaya and her PhD from the University of Peking, Beijing, China. She also was the recipient of the International Students Academic Award (first class) from the University of Peking in 2011. Dr. Teoh’s academic research focuses on classical Chinese drama, modern & contemporary Chinese literature and Mahua Literature. Her published research papers include “Private Assistant, Local Drama and Native Consciousness: The relationship between Yang Enshou's Assistant Career and His Concern in Drama” and “Traditional Women and Qing politics: the Image of Li Xiang Jun in Tao Huashan”. She has also published an anthology of poems entitled “Standing on the other side of forgotten” and a series of essays entitled “Xinshi Honghong”. She has won several literature awards, including Flower Trace (Hua Zhong) of the World Chinese Literature Award, Li He of the Chinese Prose Award, and Chao Qing Youth Literary Award. Currently, Dr. Teoh lectures on classical Chinese drama, modern Chinese literature, and Malaysian Chinese Literature.

PROF. DR. LUCY LUM CHAI SEE

Lucy Lum Chai See joined the University of Malaya, Department of Paediatrics in 1990. Assigned to the paediatric acute care ward, she recognised the need of acutely ill children and set to look after them even though resources were meagre, the resistance to expansion stiff and the doctors and nurses lacking in knowledge and skills. Pioneers of Paediatric Advanced Life Support (PALS) were invited to Malaysia to begin PALS training. Over the next four years, Lucy and colleagues contributed to twenty-five consecutive training courses for >800 doctors and nurses in 12 of 13 states. Her enthusiasm and perseverance saw her refining the management of severe dengue in children and other critical conditions. She underwent clinical-fellowship training in paediatric intensive care in The Hospital for Sick Children, in 1996. The Toronto and the North American experience shaped Lucy’s physiological approach to mechanical ventilation of healthy and sick lungs.  She later became the first Malaysian to complete the Paediatric examination for the European Diploma in Intensive Care.  Back in Malaysia, the P1 Acute Care Ward was hit by a shortage of funding and support. Despite of the limited resources, the unit played a key role in defining the pathophysiology of EV71 outbreak which caused many deaths in 1997. In 2001 the Hospital allowed a charity fund to be established.  Soon after The Star highlighted the PICU work, generous support poured in through individual, public and corporate donations. Then UMMC eventually acknowledged the work and formed the Paediatric Intensive Care Unit.  For the first time the PICU received a stronger allocation of nurses and budget needed to ensure the smooth delivery of intensive care for children. Humanitarian medicine should not be a casualty of technology.  Lucy is very much a hands-on bedside doctor. Her clinical rounds are characterised by both an incisive analysis of history, physical examinations and investigations as well as standing back to view the “Google map”.  Doctors and nurses are trained not just to treat the disease, but to treat the patient as a human being connected to families and societies. Her clinical expertise was sought after by WHO, and regional offices in the Western-Pacific Region where she has been to China, Laos, the Solomon Islands and Africa.  She was invited by WHO/TDR to be the lead author of the handbook on clinical case management of dengue and by WPRO to design a training curriculum of dengue management.  She was credited for bringing calm to a chaotic situation in the Solomon Islands, a poor nation of islands in the middle of the Pacific. Re-training doctors in basic clinical techniques which identify the high risk patients was her legacy. She has managed to unify the various clinical departments in UMMC to work together so that dengue patients do not fall between the cracks. She collaborated with the various hospitals in Ministry of Health and WHO, Geneva, Oxford University, Brandeis University, and other universities in Singapore, SEAsia, Latin America and European Union. In the field of paediatric intensive care, she collaborates with colleagues in North America and around the world in pediatric sepsis, congenital diaphragmatic hernia and neonatal hypoxic ischemic encephalopathy.   Compassion has to be the driving force behind the otherwise just another slogan, “First, do no harm”. Through her inspirational leadership, the PICU which used to record high rates of nosocomial infections has been transformed into one with high rates of hand hygiene and low rates of infection.  Yet, the work is not finished; her KPI (key performance index) for her staff is zero blood stream infection.  Indeed this is possible.
