Nor Hazrul bin Mohd. Salleh adalah anak kelahiran negeri Kelantan. Dilahirkan pada 23 Mac 1971 di Kg. Manek Urai, Kuala Krai, Kelantan. Mendapat pendidikan awal di SK Alor Bakat dari tahun 1978-1983. Kemudian menyambung pengajian ke SMKA Falahiah, Pasir Pekan, Kelantan dari tahun 1984-1987. Selepas itu, meneruskan pengajian peringkat menengah di Kolej Islam Kelang dari 1987-1989. Dr. Melasutra is a Registered Town Planner under the Town Planner Act (Act 538) and also a member of the Malaysian Association of Social Impact Assessment.
