Dr. Sabri Sulaiman holds a Bachelor’s degree in Social Administration and Justice with a minor in anthropology and sociology, a Master’s in Social Intervention, and a PhD in Social Services, all from the University of Malaya (UM). His academic journey has been marked by a consistent commitment to vulnerable and marginalised populations, with his Master’s thesis focusing on Social Deprivation and the Social Well-being of Malaysian Children, and his PhD research contributing to the development of a Community-Based Social Care Model for Street-Connected Children. Dr. Sabri has collaborated with and consulted for government agencies, including the National Population and Family Development Board (NPFDB) or LPPKN. Dr. Sabri has developed a multidisciplinary approach that bridges social care, sociology, child and family wellbeing, social justice, an evidence-informed social interventions framework, behavioural sciences, socio-legal and policy frameworks to improve and protect the health and well-being of vulnerable children, families, and groups. Specifically, his current research interests and primary work focus on: Child and Family Protection and Well-being: Dr. Sabri’s research examines how structural inequalities, poverty, and social exclusion shape the protection and well-being of children and families. Building on his work on social deprivation in Malaysia, he explores the intergenerational impact of poverty, neglect and disadvantage on child and family well-being, family functioning, and resilience. He emphasises the role of well-being in understanding children’s lived experiences, giving voice to how they perceive care, protection, and rights in vulnerable settings, while also evaluating programmes and interventions that promote social well-being, mental health, understand how public policy influences child and family well‑being, prevent violence and maltreatment, and strengthen inclusive care systems for child and family well-being in Malaysia and other low- and middle-income countries. Social Care and Long-Term Care Policies: Dr. Sabri conducts comparative analyses of social care and long-term care policies for vulnerable populations, particularly the elderly, children, and persons with disabilities. His work integrates health, education, and social protection systems within a justice-oriented and rights-based policy framework, understanding unmet care needs, and exploring how inclusive long-term care can address inequality. This includes evaluating policy effectiveness across Malaysia and ASEAN, with the broader aim of strengthening institutional capacity and designing care systems that leave no one behind. Protection and Rights of Children in Adverse Contexts: Prevention of violence, neglect, and exploitation of children, including those who are street-connected, undocumented, disabled, or in conflict with the law; access to justice and protection services for at-risk children and their families; development and use of child rights indicators and monitoring tools for evidence-based policy. Behavioural and Social Interventions in Vulnerable Populations: Another central strand of his research focuses on the design, implementation, and evaluation of social and behavioural interventions. His projects address health risk behaviours, antisocial conduct, violence prevention, and adolescent well-being, while promoting resilience, prosocial behaviour, and community participation. He applies behavioural science and socio-ecological approaches to test what works, for whom, and in which contexts. Particular emphasis is placed on parenting-based interventions and community-driven approaches that challenge harmful social norms and create sustainable behavioural change. Rights, Justice, and Policy Frameworks for Child Protection: Dr. Sabri’s research also engages with the legal, institutional, and policy frameworks shaping child protection in Malaysia and Southeast Asia. He analyses child protection laws, enforcement mechanisms, and the implementation of international conventions such as the Convention on the Rights of the Child (CRC) and the Sustainable Development Goals (SDGs). His work highlights structural barriers and systemic discrimination affecting street-connected children, undocumented youth, children with disabilities, and those in conflict with the law. By combining comparative legal analysis with evidence-based advocacy, he seeks to close protection gaps, strengthen accountability, and advance equity in child and family welfare systems. Dr Sabri welcomes expressions of interest and collaboration on any of the following areas. Beyond academia, he is actively involved in applied research, collaboration and consultancy, particularly with ministries, government agencies, international organisations, and marginalised communities. His work reflects a deep commitment to addressing societal challenges through rigorous research, practical interventions, and impactful policy development. He is currently leading several major research initiatives, including "A Study on Risk Behaviours in At-Risk Adolescents in Malaysia" and "Creating Inclusive Digital Education for Students with Disabilities in Higher Education Institutions in Malaysia." He is also authoring two forthcoming books, namely "Community-based Social Care Model in Protecting Street-connected Children in Malaysia" and "Sociology Perspective on Justice and Care of Vulnerable Children and Families: Issues, Policy, and Intervention." His work is internationally recognised, and he holds memberships in various professional bodies, including the Association of Southeast Asian Studies in the United Kingdom (ASEASUK), the Social Policy Association, the International Society for the Prevention of Child Abuse and Neglect, the Malaysian Association of Social Workers (MASW), and the International Sociological Association. Dr. Sabri has published widely in international and regional peer-reviewed journals, contributed chapters to scholarly books, and presented his research at numerous international conferences. He welcomes collaborative opportunities with scholars, practitioners, and institutions working to promote justice, equity, policy and social care systems that leave no one behind.
