Sr Dr. Loo Siaw Chuing (Angeline) obtained her Bachelor of Quantity Surveying (Hons) (Distinction, 2008), Master of Science (Building) (Distinction, 2011), and PhD in Project & Construction Management (2015) from Universiti Malaya. She has served as a Senior Lecturer at the Department of Quantity Surveying since 2016. Professionally, she is a Registered Professional Quantity Surveyor with BQSM, a Fellow of RISM, and a Member of PMI. Administratively, she has held key leadership roles, including Coordinator for the Master of Project Management, the Bachelor of Quantity Surveying, and Open and Distance Learning (ODL) for the Faculty of Built Environment. Dr. Loo is deeply committed to education, actively supervising both undergraduate and postgraduate students. She teaches undergraduate courses such as Principles of Management, Data Analysis, Measurement, Research Methodology, Building Structure, and Research Project, as well as postgraduate courses including Research Methodology, Research Project I & II, and Project Management Project Development II. Her research interests encompass project management, risk management, international construction, green procurement, and carbon accounting, with a strong focus on project sustainability, performance, and delivery. To date, she has secured 21 internal and external grants alongside her collaborators and has published over 50 international refereed journal papers, 3 books, 8 book chapters, and 12 conference papers. Dr. Loo also serves on the editorial board of the Journal of Surveying, Construction and Property and is a Topic Editor for Frontiers in Blockchain. She is currently an External Examiner for SEGi University and a Sarawak Course Advisory Committee Member for Swinburne University of Technology Sarawak Campus. Her excellence has been recognized with numerous accolades, including two Best Paper Awards from international conferences in Italy and Indonesia, a Gold Award and Novice Special Award achieved with her final-year supervisee, and a Gold Award for teaching enhancement research. Institutionally, she received the Certificate of Excellent Service (SPC) in 2019 and the Award of Excellent Service (APC) in 2021 and 2025. She actively contributes to her profession, having served on the organizing committee for RISM research conferences for three consecutive years and as Secretary for the PAQS Congress 2023. Currently, she is a Committee Member for the RISM QS Division (spanning the 2024–2027 terms) and a Subcommittee Member for BQSM (2025-2027 term). Additionally, she is an active QS consultant at the university’s consultancy unit, Unit Perundingan Universiti Malaya (UPUM), where she is involved in both private and public projects.
