Biography | |
Dr Noor Rosly Hanif is among the pioneer who built-up the Real Estate Programme in the Faculty of Built Enviroment UM. He was the Dean of the Faculty of Built Environment UM from 2009 to 2014. He is also a professional Registered Valuer, Registered Property Manager and Registered Estate Agent with The Board of Valuers, Apparisers, Estate Agent & Property Manager (BOVEAP) Malaysia, Fellow Member of Royal Institution of Surveyors Malaysia (RISM) and Member of the Royal Institution of Chartered Surveyors (RICS) United Kingdom. He has been appointed as Visiting Professor to four (4) China Universities; Jiangsu Normal University (2014), China University of Mining and Technology (2013, 2014 & 2016), University of Nanjing Jinling College (2016) and Nanjing University (2015, 2016 & 2017), and Batam International University, Indonesia (2018). He has been appointed as Chief Scientist of laboratory of Rail Transit Metrological and testing Xuzhou City Metrological Verificationand Testing Centre, China (from 2016), as an External Examiner of University Tunku Abdul Rahman (UTAR) since 2016 and Board of Academic Governance INSPEN Ministry of Finance Malaysia from 2015. He is the Examiners of professional exam papers for BOVEAP (since 2010) and The RISM since 2007. In 2018 he has been appointed as BOVEAP committee member for Test of Professional Competence. He has also been invited as special guest by University of Hong Kong and University of Nanjing on Housing Afordability issues and Government South Korea on Land Governance. Since 2016, Dr Noor Rosly has been invited as resource person by the NGO's (ALARM) and Ceasefire Organisation in Myanmar, in the formulation of new constitution in relation to Land administration and tenure system. He also an expert panel for Malaysian Qualifications Agency (MQA) to accreditate programmes in Real Estate in Malaysia since 2010 and panel for APEL from 2018. He has extensive research, consultation experiences and publications in Housing, Waqf and Land Development issues. His highest achievement was producing the first Malaysia House Price Affordable Index 2013-2014 for Sime Darby Property Berhad under a consultation arrangement under UPUM. He has appeared in newspapers, local and international TV Stations. He has served as Assistant Director and Valuer at the City Economic Planning Unit, Kampong Bharu Development Unit and the Valuation & Property Management Department, City Hall of Kuala Lumpur for 11 years, before joinnig UM. |
