BIOGRAPHY


Dr. Mohd Helmi Bin Abu Yahya currently serves as a Senior Lecturer at the International Institute of Public Policy and Management (INPUMA), University of Malaya, where he specializes in governance and public policy, with particular expertise in policy discourse, politics, and social policy. His academic work reflects a strong commitment to advancing evidence-based policymaking and fostering critical engagement with contemporary governance challenges.

Previously, Dr. Helmi served as Special Task Officer to the Minister at the Prime Minister’s Office (Federal Territories), where he played a pivotal role in advancing strategic initiatives and governance priorities for Malaysia’s Federal Territories—Kuala Lumpur, Putrajaya, and Labuan. With over 15 years of experience in public policy, governance, and cross-sectoral project management, he provided high-level advisory support focused on urban development, infrastructure modernization, and community welfare, ensuring alignment with national policies while fostering effective collaboration across federal, state, and local agencies. As an expert in governance and public policy, Dr. Helmi is recognized for spearheading transformative initiatives that enhance sustainability, public service delivery, and socioeconomic equity. He has contributed to key national platforms, including his appointment to the expert panel for the KL20: Start-up City Connect initiative and the Governance Transformation Programme for Yayasan Wilayah Persekutuan.

Dr. Helmi holds a Master’s degree in Public Policy from the University of Malaya and a PhD from the University of Manchester, United Kingdom. He brings extensive academic experience, including nearly five years of lecturing at UiTM and three years as a teaching assistant at the University of Manchester. Actively supervising PhD candidates and contributing to seven competitive research grants funded by prestigious institutions—including the Japanese government and Petronas—his work is widely published in leading academic journals. Through his combined academic and policy expertise, Dr. Helmi continues to contribute to the development of resilient, inclusive communities through rigorous research, strategic governance, and impactful public policy leadership.
