Muhamad Hilmi Abdul Rahman is a Senior Lecturer in the Department of Political Science, Public Administration, and Development Studies, Faculty of Business and Economics, Universiti Malaya. He also serves as the Programme Coordinator for the Master of Development Studies (2025–2028). He earned his PhD in Economics from Universiti Malaya, specializing in poverty, economic inequality, and socioeconomic development. His current research includes comparative studies on poverty reduction strategies between Malaysia and India, as well as community livelihood among the ageing population in Malaysia and Thailand. He actively contributes to national policy initiatives such as the Pelan Strategik Kebolehpasaran Graduan 2026–2030 (Ministry of Higher Education Malaysia), the Modul Asuhan dan Jagaan Kanak-Kanak OKU Autisme (Malaysian Department of Social Welfare), and national family planning studies (National Population and Family Development Board Malaysia). He has engaged in collaborative initiatives with various national bodies, including the Malaysian Anti-Corruption Commission and All-Party Parliamentary Group Malaysia on SDGs. He is a recipient of the 2017 I.S.E.O. Summer School Scholarship in Italy and the 2022 Erasmus+ International Credit Mobility grant with Sivas Cumhuriyet University, Turkiye.
