BIOGRAPHY


Sr Dr. Kho Mei Ye is a Senior Lecturer in the Department of Quantity Surveying at Universiti Malaya, a position she has held since 2013. She earned her PhD in Project Management from Universiti Malaya in 2013, following a Master of Science (Building) in Contract and Procurement (2009) and a Bachelor’s Degree in Quantity Surveying (2006) from the same university. In addition to her academic qualifications, Dr. Kho is a registered Consultant Quantity Surveyor with the Board of Quantity Surveyors Malaysia (BQSM) and has been a member of the Royal Institution of Surveyors Malaysia (RISM) since 2017. She gained industry experience as a consultant at KPK Semenanjung (now known as AECOM) from 2006 to 2007 before pursuing her postgraduate studies. Currently, she serves as the Programme Coordinator for the Master of Project Management programme at Faculty of Built Environment, overseeing both Open and Distance Learning (ODL) and conventional modes. She is simultaneously an assessor for the Universiti Malaya Quality Excellence Index (UMQEI) and has been a panel assessor for programme accreditation with the Quality Management and Enhancement Department (QMED) since 2019. In addition, she is a QMED associate under the Deputy Vice-Chancellor (Academic & International) portfolio.

Academic and Administrative Roles

Dr. Kho has held numerous administrative and leadership roles at Universiti Malaya throughout her career. Early on, she was appointed as an Assistant Fellow at Tuanku Bahiyah Residential College (2007–2011), and was later promoted to Fellow and Treasurer of the college (2011–2013). She served as the Quality Coordinator for the Faculty of Built Environment from 2018 to 2019, where she was responsible for overseeing quality assurance initiatives. In 2021, she was appointed as the PhD Programme Coordinator for her faculty (serving until 2022). Dr. Kho also contributed to the university’s governance and quality processes as an Internal Auditor both at the faculty level (2011–2013) and the university level (2021–2023). In 2022, she broadened her leadership portfolio by becoming the Acting Director, Kong Zi Institute at Universiti Malaya, and subsequently served as its Deputy Director. Most recently, in 2023, she was entrusted with the role of Coordinator for the Academic Quality Assurance Section at QMED under the Deputy Vice-Chancellor (Academic & International) portfolio, where she helps uphold academic standards and programme quality across the institution. In addition, she has been appointed as a Programme Quality Assurance Expert (ProQAE) by the Quality Management and Enhancement Department (QMED) for 5 years (2019-2024) which further underscores her leadership and expertise in institutional quality assurance.

Teaching and Research Contributions

Dr. Kho is a dedicated educator and researcher. She has taught the core course “Principles of Measurement for Construction Works” in the Department of Quantity Surveying since 2013, demonstrating her long-term commitment to teaching and student learning. Alongside teaching, she has made significant research contributions in her field. Her research interests include Environmental, Social, and Governance (ESG) issues, building commissioning, late payment in construction, sustainability, green property management, and construction delay analysis. Over the years, Dr. Kho has secured 13 internal and external research grants in collaboration with various colleagues to support her research endeavors. She is a prolific author, with 30 papers published in international refereed journals and 14 papers presented at conferences to date, reflecting her active engagement in scholarly discourse. Dr. Kho has also contributed to academic literature in other ways: she served on the editorial board for a book by Datuk Professor Sundra Rajoo titled “Standard Form of Building Contracts Compared” (2022), in which she is acknowledged as a contributor, and she has been part of the editorial board for the International Journal of Property Sciences. She also has five Intellectual Property Rights (IPR) filings to her name. She also served as an external examiner at Curtin University in Australia and at Taylor's University.

Professional Service and Recognitions

Beyond teaching and research, Dr. Kho remains actively involved in professional service and continuous learning within her field. She has participated in and helped organize numerous international and national conferences and workshops, including recent and upcoming events such as SieQA 2024, the AUN-QA International Conference 2025, and Hari Kualiti UM 2026, where she shares knowledge and best practices in quality assurance and project management. She also plays a role in advancing industry standards, serving as a member of the task force committee for the Malaysian Standard Method of Measurement for Building Works (SMM3), a committee responsible for developing systematic rules and guidelines for quantifying, describing, and classifying building works in Malaysia.

Dr. Kho’s excellence in service and leadership has been recognized through various awards and honors. Some of the notable accolades she has received include:

  • Certificate of Excellent Service (Sijil Perkhidmatan Cemerlang) 2020, awarded by Universiti Malaya for her outstanding service.

  • UM Excellence Award 2013, in recognition of her achievement in completing her PhD early.

  • Anugerah Felo Jasa Setia (Tuanku Bahiyah Residential College) 2012, honoring her dedicated service as a residential college fellow.

  • Anugerah Penyelia Proaktif (Tuanku Bahiyah Residential College) 2011/2012, recognizing her proactive contribution as a college supervisor.

Finally, Dr. Kho’s leadership journey began even during her student years. She was elected to the Student Representative Council of her faculty in the 2005/2006 session, serving as the Exco for Welfare. This early involvement in student governance highlights the longstanding commitment and leadership qualities she has carried into her professional career. She also represented Universiti Malaya as a swimmer in the Majlis Sukan Universiti Malaysia (MASUM) in 2005/2006.
